In response to the growing demand for specialized technical assistance designing and developing Green Communities projects, Enterprise issued a Request for Qualifications (RFQ) to identify the nation’s leading green professionals in the residential building sector. The objective of this RFQ was to dramatically expand the delivery of technical assistance to local affordable housing developers on the design, construction, rehabilitation, and operations of green affordable housing. Enterprise approved 74 applicants with locations in 25 states, with many firms working in multiple states, and some working nationally.
Enterprise's Green Communities team has screened all submitted applications in order to launch this effort and maintain a comprehensive registry of green affordable housing technical assistance (TA) providers. Our intent is to work with TA providers to help deliver services such as on-site energy assessments, design review, construction monitoring, performance evaluation, and resident and operations training to underserved communities. Our overarching goal is to lower the incremental cost associated with meeting the Green Communities Criteria and maximize the economic, health and environmental benefits to low-income households.
Technical Assistance Categories
The network of approved technical assistance providers will support project teams in one or more of the following categories:
Integrated Design
Specific uses may include: assisting development team in establishing project’s overarching sustainability goals; assisting development team in establishing an integrated process for the design, construction and operation phases; advising development teams on how to integrate the Criteria into proposed developments; and developing green development plan in collaboration with project team.
Design Review
Specific uses may include: reviewing plans and specifications for sufficient and accurate documentation of Green Communities Criteria; developing and facilitating a process for successful implementation of Criteria that includes regular development and design team meetings, reporting and accountability systems, and on-site monitoring.
Energy Services
Specific uses may include: development of energy model for buildings at the design development stage to assess compliance with Criteria and measure buildings against energy goal and revise energy model at project completion to reflect as-built building conditions; complete a whole-building energy audit of existing building, including recommendations for improving energy performance based on the Criteria; create “Base Specification Components” for Green Communities Criteria and provide training on these specifications.
Construction Review
Specific uses may include: On-site project monitoring during construction; development of written reports noting deficiencies and recommended corrective measures within 48 hours of each site visit; follow-up walk-throughs with Project Manager, General Contractor and the appropriate subcontractors.
Inspections and Performance Testing
Specific uses may include: Visual inspections of equipment and duct systems at rough-in; visual inspection of building prior to insulation application to identify potential air sealing, insulation coverage and envelope issues; and performance testing of whole building and duct leakage; and visual inspection and verification of fixtures, appliances and materials consistent with efficiencies specified for the project in units tested and with Green Communities Criteria.
Operations and Maintenance
Specific uses may include: support in developing manuals and other educational materials and/or delivering training for the building owners and residents to ensure proper performance of the building; provide audit of existing buildings and recommend measures for improving the indoor air quality of the building, decreasing energy and water consumption, and other methods for enhancing the sustainability of the building.
