Planning & Construction Grant Application Instructions

Please review the application instructions below to apply online for Planning & Construction Grants. Enterprise is accepting and reviewing applications on a rolling basis from applicants in Michigan, Washington, Oregon, Idaho, Montana and Alaska. Contact us for more information.


Step 1: Request and carefully review Green Communities Criteria

Enterprise and its partners have updated the Green Communities Criteria. Before starting the application please make sure to request the new Criteria.


Step 2: Complete online funding application

  • Please review each question carefully. If you require additional time to complete this application, please save the current information by clicking on Save for Later. An Explorer User Prompt will immediately appear requesting that the applicant provide an Email Address in order to send you a return link to your application.
  • Upon completion of the online application, please click on Save & Submit to submit your application. At this point, you will receive an email with a link to access your application attachment upload page.

Step 3: Upload required application exhibits and Attachments

  • Please download the required Exhibits below and complete offline.
  • Once the application is submitted, an email will be sent to your attention with a link that will lead to the application attachment page. Each required exhibit and attachment listed below must be uploaded to this page. Please review the instructions at the top of the upload page for more information on how to upload documents in to the system.

Once we have received all the required documents, you will receive a confirmation email that your application is complete. It is important to note that your online application will remain on hold until all necessary attachments are received.

  • Exhibit B: Intended Method of Satisfying Green Communities Criteria (Excel, 65K) Important Note: This form has been changed to drop down lists for each criterion. A column is available for additional  comments not covered in the drop down menu. *This form must be submitted as an excel spreadsheet. Any other format will not be accepted.
  • Exhibit D: Letter of Acknowledgement from Enterprise Local Office for Green Communities Funding Application (Word, 363K).
  • Exhibit E: Florida Green Home Standard Checklist (Florida Applicants Only) - We encourage you to also complete this checklist and complete certification under the Florida Green Home Standards. This checklist is not required for grant approval. (Word, 179K)
  • Green Development Plan Template: This Template provides ready-formatted documentation for the Green Development Plan.Please submit the following tabs in the worksheet: Title Page, Matrix-Mandatory Criteria, Matrix-Optional Criteria. (Excel, 54K)

    Please note that the plan submitted with the application does not need to be fully completed; we do request that you demonstrate progress in working through the template.
  • Site Plan: This plan must indicate distance of utilities and sidewalk connections as appropriate.
  • Context Map: This map must indicate locations of minimally required community facilities and their distances from project boundaries.
  • Tree or plant list: This list must be certified by the Architect or Landscape Architect at Construction Documents stage and confirm that the selection of new trees and plants are at least 50% native species, 100% appropriate to the site’s soils and microclimate, and do not include invasive species.
  • Energy improvement report: For Moderate and Substantial Rehabilitation Projects. The report must provide the results of modeling the current and projected energy performance of the building.
  • Evidence of site control
  • Current financial pro-forma for the project, including sources and uses of development financing and (if rental) operating pro-forma
  • Resumes of each development team member
  • Financial Statement: Copy of most recent audited financial statement of applicant organization
  • List and brief description of all affordable housing projects completed by the applicant organization in the past 10 years, highlighting past green affordable housing projects.
  • Affordability Analysis Schedule (for Homeownership developments only). Please download the Sample Template (Excel, 22k) as a reference. Please note: this template is provided as a sample rather than a required form. The applicant may submit an alternative form, but it must contain the information identified in the template.
