Ohio Green Communities

2008 Awards to Result in Over 1,000 units
The Ohio Green Communities initiative - a collaborative of the Ohio Housing Finance Agency (OHFA), the Ohio Capital Corporation for Housing (OCCH), Enterprise and the National City Community Development Corporation (NCCDC) – recently allocated funding to sixteen developers for properties that range in location from Celina to Columbus and from Akron to Cincinnati. As a result of this selection process, more than 1,000 environmentally responsive homes will be created, specifically geared for Ohioans with low-incomes and special needs. Funding is supplied primarily through low-income housing tax credit (LIHTC) equity awarded by OHFA on projects that have met the Enterprise Green Communities® criteria, the only national standard for green affordable development in the country. In addition, OHFA is awarding over $2.9 in additional HDAP funds to the projects while Enterprise, OCCH and National City are awarding $398,000 in green planning and predevelopment grants to sixteen of the projects.

For the third year, Ohio Green Communities has provided developers with financing tools and technical assistance around green building so newly constructed or rehabilitated affordable apartments can meet or surpass the Enterprise Green Communities criteria. The sixteen projects will feature green building technology that includes water-conserving appliances and fixtures; energy efficient heating and cooling systems; indoor materials that emit less pollutants than conventional materials; mold prevention measures and provisions for educating residents and staff on how to maintain these green homes over time. Each project has a minimum of 25 apartments intended for people earning 60 percent or less of the area median income.

Ohio Green Communities
A collaboration of the Ohio Capital Corporation for Housing (OCCH), Ohio Housing Finance Agency (OHFA), the Ohio Energy Office and Enterprise with support from National City Community Development Corporation. The collaborative finances affordable homes in Ohio that promote health, conserve energy and natural resources, and provide easy access to jobs, schools and services.

Ohio Green Communities brings up to $25 million in equity from the federal Low Income Housing Tax Credit (LIHTC) program, grants, technical assistance and additional flexible financing to developers building affordable rental housing.

The 2007 goal for Ohio Green Communities was to provide funding for four developments to produce approximately 200 apartments that meet the Green Communities Criteria.  Eligible projects were 2007 LIHTC applicants, with a minimum of 25 units, demonstrate site control, commit to meeting the Green Communities Criteria and include a green building professional on their development team.

Each of the four Ohio Green Communities developments were eligible for up to $100,000 in grant funding (no more than $2,000 per affordable apartment to be built) from Enterprise and the Ohio Capital Corporation for Housing for planning and construction work to meet the Green Communities Criteria. 

All four 2007 projects were awarded Low-Income Housing Tax Credits (LIHTC) in August 2007. OHFA gave five extra points in the state’s LIHTC award process to developers that agreed to build to the Green Communities Criteria. OHFA also make available up to $4,000 per unit for a maximum of $750,000 total per development in gap financing to cover the additional construction costs.

The Ohio Energy Office will provide a maximum of $200,000 for up to four grants, for the installation of renewable energy technologies and building commissioning to assure high performance of the building shell and mechanical systems.

2007 Projects
  • Cogswell Hall:a 40-unit projects in Cleveland, sponsored by Cogswell Hall and Detroit Shoreway Community Development Corporation.
  • YWCA of Youngstown: a 30-unit project in Youngstown, sponsored by the YWCA of Youngstown.
  • Village Green Elderly: a 50-unit project in Cleveland sponsored by the NRP Group, LLC.
  • Tremont Pointe II: an 87-unit HOPE VI project in Cleveland sponsored by the Cuyahoga Metropolitan Housing Authority and McCormack, Baron and Salazar.
2006 Projects
  • Tremont Pointe I: McCormack, Baron and Cuyahoga Metro Housing Authority Cleveland created a 102-unit new construction HOPE VI project for mixed-income tenants in Cleveland. View site plan and drawings. (PDF, 6MB)
  • Emeritus House is a rehabilitation of 56 units of multifamily housing in a historic building by Famicos Foundation
  • Opportunity House is a supportive housing and emergency shelter for up to 34 youth between the ages of 10 and 21. Daybreak received an award to transform an abandoned building in downtown Dayton into Opportunity House. Opportunity House will offer an array of programs to provide support to youth, including mental health counseling, life-skills training and educational support.   • Cascade Village South: 75 new apartments in 14 row house buildings on the site of the former Elizabeth Park public housing development near the edge of the downtown Akron business district. Cascade Village South is a partnership between The Community Builders and the the Akron Metro Housing Authority.
